Fletcher Hall

Fletcher R. Hall serves as the executive
director of the Agricultural and Food Transporters
Conference (AFTC) of the American Trucking Associations.
The AFTC is the only national organization that
represents the interests of commercial transporters of
agricultural commodities, food, minerals, and forest
products. He represents the Conference on all
legislative, regulatory, environmental, and trade issues
affecting the trade organization.
During his career in association management, Hall has been chief operating
officer and lobbyist for several local, state, and
national trade associations and non-profit
organizations.
He was executive vice president of the Greater Baltimore Board of Realtors
for over ten years and assistant executive and lobbyist
for the Maryland Association of Realtors for five years.
Hall began his employment with the American Trucking Associations as the
executive director of the Towing and Recovery
Association of America, then an affiliate of ATA. He
also acted as the executive director of the Air and
Expedited Motor Carriers Conference, another former ATA
affiliate organization. He has been president of F.R.
Hall & Associates, an association management and public
affairs consulting firm. He was executive director of
the National Rehabilitation Counseling Association and
the president of the National Society of Fund Raising
Executives.
Mr. Hall is a native of East New Market, Maryland. He received his
Bachelor of Arts Degree in Political Science from
Washington College in Chestertown, Maryland and a
Masters of Education Degree from Bowie State University
in Maryland.

“Managing Change in
Today’s Logistics Environment”

Dr. J. Paul Dittmann is the Director of
Corporate Partnership at the University of Tennessee.
Dr. Dittmann comes to the University of Tennessee after a thirty-year
career in industry. He has held Fortune 150 positions
such as Vice President, Logistics for North America,
Vice President Global Logistics Systems, and most
recently served as Vice President, Supply Chain
Strategy, Projects, and Systems for the Whirlpool
Corporation. In that latter capacity he developed the
global supply chain and manufacturing strategies for the
Whirlpool Corporation, saving over $600 million.
He is a certified instructor for the Project Management Institute,
offering seminars around the United States in the area
of global project management and change management. He
also has taught numerous pubic seminars in the areas of
lean manufacturing, global business, and supply chain
excellence, and has spoken at over thirty conferences on
these and other topics.
Dr. Dittmann has published articles on subjects such as supply chain
metrics, global logistics, global project management,
and change management.
He has also performed consulting and executive education services for
firms such as Sony, Cooper Tire, Lowes, Navistar, F.E.
Myers, General Signal, National City Corporation, and
Grupo Cysda.
In his current role at the University, he works with the Integrated Value
Forums, teaches logistics courses in the college, and
teaches in the executive education programs.

“Avoiding the Dirty Dozen of Freight Contracts”

Henry E. Seaton is a graduate of Duke
University (A.B. ’70) and Vanderbilt School of Law (J.D.
’73). He has practiced law for 30 years in the
Washington D.C. area representing motor carriers and
brokers. He is a member of the Vienna, VA based law firm
of Seaton & Husk. The firm specializes in freight
claims, freight charge collection, contracting issues,
carrier representation before the FMCSA and bankruptcy
issues.
Mr. Seaton writes a monthly column on transportation for Commercial
Carrier Journal and is the author of Protecting Motor
Carrier Interests in Contracts. He is past Chairman of
the Federal Agency Practice Committee of the
Transportation Lawyers Association. He serves as
commerce counsel for Compunet Credit Services and the
National Association of Small Trucking Companies. He was
the Delta Nu Alpha Transportation Professional of the
Year in 2001 and is a frequent speaker and lecturer at
industry conventions and seminars. He can be reached at

“U.S. TransCom, Providing Logistical Support in the
Global War on Terrorism”
Major General Carlos “Butch” Pair

General Pair assumed duties as chief of
staff, United States Transportation Command, Scott Air
Force Base, Ill, in June 2000. He is responsible to the
Commander for the effective coordination of all staff
activities in a global command of 153151,000 personnel.
USTRANSCOM is engaged in round the clock transportation
and distribution planning and support to the Department
of Defense and its war fighting unified commands.
General Pair received his bachelor’s degree in Business
Administration and commission from Jacksonville State
University, in Alabama, in 1970 as a Quartermaster
Officer and subsequently assigned a petroleum platoon in
Germany. He has held a wide variety of positions within
the logistical community in quartermaster, ordnance,
maintenance and transportation as well as a number of
key staff assignments.
Prior to reporting to USTSRANSCOM, General Pair was
Deputy Commander, Military Traffic Management Command, (MTMC)
the Army Component of USTRANSCOM in Alexandria, Va.
During his career, he has commanded troops from Company
to Brigade Level. Commands include, 530th DS, Forward,
Maintenance Company, 194th Armored Brigade, Fort Knox,
Ky. Battalion Command was the 696th Ordnance Battalion,
Mobile, Ala. Brigade Command was Third Army’s 3rd,
Theater Army, Movement Control Agency. Other significant
experience includes chief of staff, 377th Theater
Support Command, 3rd Army’s Theater Support Command.
General Pair is a graduate of the Army Quartermaster
Officer Basic and Advanced Course, Command and General
Staff College, Defense Strategy Course, United States
Army War College and Syracuse University National
Strategic Leaders course.. His awards and decorations
include the Legion of Merit, Meritorious Service Medal
(with Silver Oak Leaf Cluster), Army Commendation Medal
(with Oak Leaf Cluster) and the Joint Meritorious Unit
Award (with two Oak Leaf Clusters).
